Very unlikely especially if someone just put it up. It would take your Mega about 6-7 hours to reinforce a Customs Office. And that's under ideal conditions with no traffic through the system and you being fitted for max DPS. And please don't put rails on a Mega. Blasters are the only way to roll.
With the new Rubicon Expansion (some features of which are on SiSi right now) comes a cool new feature that has been available since the Crucible expansion for low sec, null bears and wormhole players and that is the ability for players to destroy and to anchor Customs offices (POCO’s), but now this has come to Hi Sec.
So I thought i’d take a quick trip onto SiSi and put together some notes to compliment the rather useful guide on ten ton hammer for those of you looking to start anchoring up your own. First of all why would you want to do this? Well those of you familiar with the PI interface, in particular the customs office interface will know that whenever you export or import commodities to / from the planet you have to pay a tax, this rate in hi-sec is set at 10% at the moment, however after patch day this is set to jump to 17% (at least thats what it is set to on Sisi at present) in what looks like an encouragement for players to take these on.

This change turns POCO’s into an excellent passive income for a marginal up front investment for any corp with the cojones to put them up and promises to bring in some ‘good fights’ as well since players will be able to take down the existing not just Interbus Customs Offices, but Player Owned Customs Offices (POCO’s) and replace them with one of their own allowing them to set the Tax rate for the import and export of goods.
Im going to assume you’re following the guide and you now have your very own Gantry through some means, what are you going to do with it? Well next you need a place to put it. For that you need either an Interbus Customs office you are going to take down or another corp’s POCO (which requires a wardec, shooting POCO’s without an active wardec in Hi-Sec brings forth concordokken).
Lets say you have found an Interbus Customs office right after the patch, no one else has touched it, its ripe for the pickings… that grubby old NPC owned Customs office has 14.5m HP so you aren’t going to take it down in your rifter my friend… time to bring out the big guns because the shield recharges at 200HP / s and so to take it down in any meaningful time you need a fleet. Luckily Interbus Customs offices as well there is no reinforcement timer, unlike player POCO’s, that means that once you’re through the shields its only 4.5m HP to go with no delay. Its handy as well that there are no resists on a Customs Office so all ammo its all equally as effective… dps is what is called for here.
Anchoring a Customs office can be done by someone with Anchoring 1 however they need to be in a player corp and also need Config Equipment roles within the corporation as well to anchor the Gantry.
While its still a customs office gantry it can be unanchored, moved and re-anchored anywhere > 350 km from the planet but < 1000 km from the warp in point at will. This changes once you drop in the magic ingredients and convert it by clicking upgrade, this converts it into a POCO. Once this is done then thats your lot, the only choice then is to transfer it to someone else or destroy it.
Another thing to keep in mind is that once you have destroyed the Customs Office, any gantry you anchor is not listed in the celestial objects on the right click menu (only POCO’s are) so if you need to warp off save the place otherwise you’ll have to scan it down. Until its anchored and upgraded its wont show up on the right click menu (i.e. only once its upgraded to a POCO, then you can right click, select the planet, then the customs office and warp to it. While its a gantry it will not show up on the right click menu),
So now its upgraded you need to start raking in the isk to make back your investment and for that you need to configure the tax rates to do this, right click your POCO and select configure, oh this is the bit where you find out if you have STATION MANAGER roles… yeah you’ll need that to configure the POCO.
The first option lets you pick when the reinforcement timer is set to exit. Unlike POS’ these structures don’t need strontium and don’t need someone to actively tweak the timing of the exit from reinforcement, you select a time slot here and that will be the band in which it comes out of reinforcement (with 0 shields).
Now thats out of the way you need to decide how much you are going to milk out of the poor unfortunates who are going to use your POCO. Its worth remembering that there will be a base NPC tax (10%) as well that will apply to the transactions as well as the tax you set, though there is a new skill being added Customs Code Expertise that will reduce this down to 5% with level 5 trained.
You can enable standings in the configuration dialogue and set a minimum standings to be able to use the POCO by clicking on one of the icons representing Terrible, Bad, Neutral, Good or Excellent standings, if you click on neutral for example anyone of Bad or terrible corp standings will be denied access to the POCO and will have to use planetary launches to extract goods, but they will not be able to import stuff.

If you set your taxes too high or deny access to too many people either people won’t use that planet or (more likely) will try to take down your POCO under wardec so tread carefully, unless thats what your after in which case generate all the content you desire… 🙂
